Executive Summary

The Pet Professional Guild (PPG) maintains that modern animal welfare science must serve as the indispensable statutory, educational, and operational bedrock for all pet care, behavior modification, training standards, and professional accountability. Current animal protection statutes remain structurally outdated, relying on minimalist, deficit-based survival metrics and the archaic legal classification of companion animals as mere personal property.

PPG asserts that lasting, defensible industry reform cannot occur through legislative overhaul alone, nor solely through isolated educational initiatives. Meaningful transformation requires a unified, multi-track approach:

  • Statutory Modernization: Expanding legal definitions of harm beyond visible physical abuse to encompass psychological trauma, negative affective states, and behavioral deprivation through the codification of the scientifically validated Five Domains Model.
  • Operationalizing Wellfaring™: Transitioning professional practice and guardian education from passive, deficit-focused “welfare” (the mere avoidance of cruelty) to active, continuous Wellfaring™—a holistic framework integrating physical standards of care with internal emotional regulation, agency, choice, and positive affective states.
  • Actionable Professional Enablement: Committing organizational resources to develop comprehensive curricula, operational tool kits, and practice-ready assessment rubrics that empower pet professionals across all industry sectors to implement Wellfaring™ concepts and approaches directly into their service delivery.
